Understanding the CBAM

The EU’s CBAM regulation aims to level the playing field for EU producers by imposing carbon-cost equivalents on imports of steel, aluminum, cement, fertilizers, electricity and hydrogen. Key dates:

  • 1 October 2023: Transitional phase begins and importers must report embedded emissions.
  • 31 December 2025: Transitional phase ends.
  • 1 January 2026: Definitive phase begins and importers will purchase CBAM certificates covering embedded emissions. Target audience: Importers of goods into the EU covered by CBAM (EU-based importers, customs declarants) and non-EU producers supplying those importers.
